Dans toute d\u00e9marche de pr\u00e9vention s\u00e9rieuse, on applique la hi\u00e9rarchie
des contr\u00f4les : \u00e9liminer le danger \u00e0 la source, puis le substituer,
puis le contr\u00f4ler collectivement, et enfin \u2014 en dernier recours \u2014
prot\u00e9ger individuellement le travailleur. La crinoline d’\u00e9chelle fixe
n’appartient clairement \u00e0 aucun de ces niveaux.<\/p>\n\n\n\n

C’est une question que tout pr\u00e9venteur finit par se poser : comment un
dispositif aussi ambigu a-t-il pu \u00eatre impos\u00e9 par la r\u00e9glementation
internationale pendant plus de 60 ans ? La r\u00e9ponse tient \u00e0 la fois \u00e0
l’histoire de la normalisation industrielle, \u00e0 l’inertie des textes
r\u00e9glementaires, et \u00e0 une compr\u00e9hension encore partielle des m\u00e9canismes
de chute sur \u00e9chelle.<\/p>\n\n\n\n

Cet article retrace la logique \u2014 et les limites \u2014 de la crinoline, et
explique pourquoi les r\u00e9gulateurs, OSHA en t\u00eate, ont finalement d\u00e9cid\u00e9
de la phaser hors des exigences de s\u00e9curit\u00e9.<\/p>\n\n\n\n

NIVEAU 2 \u2013 SUBSTITUTION
Escalier fixe plut\u00f4t qu’\u00e9chelle. Plateforme \u00e9l\u00e9vatrice.<\/p>\n\n\n\n

NIVEAU 3 \u2013 PROTECTION COLLECTIVE
Garde-corps, filets, lignes de vie horizontales.
Objectif : emp\u00eacher la chute.<\/p>\n\n\n\n

NIVEAU 4 \u2013 MESURES ADMINISTRATIVES
Proc\u00e9dures, formation, autorisation de travail.<\/p>\n\n\n\n

\u2192 La crinoline occupe une position ambigu\u00eb entre les niveaux 3 et 5,
sans r\u00e9ellement appartenir \u00e0 l’un ou \u00e0 l’autre.<\/p>\n\n\n\n

<\/p>\n\n\n\n

CE QUE LA CRINOLINE \u00c9TAIT CENS\u00c9E FAIRE
<\/h2>\n\n\n\n

La crinoline d’\u00e9chelle \u2014 ou cage de s\u00e9curit\u00e9 \u2014 a \u00e9t\u00e9 con\u00e7ue pour une
raison simple : maintenir le grimpeur contre les barreaux et limiter
les mouvements lat\u00e9raux non contr\u00f4l\u00e9s. Sa logique n’est pas celle d’un
arr\u00eat de chute, mais d’un CONFINEMENT POSTURAL.<\/p>\n\n\n\n

\u26a0 PROBL\u00c8ME FONDAMENTAL :
\u00ab\u00a0La crinoline ne supprime pas le danger. Elle n’emp\u00eache pas la chute.
Elle ne l’arr\u00eate pas. Elle cr\u00e9e un espace confin\u00e9 autour du travailleur
\u2014 avec une fausse impression de s\u00e9curit\u00e9.\u00a0\u00bb<\/p>\n\n\n\n

CE QU’ELLE PEUT R\u00c9ELLEMENT FAIRE<\/p>\n\n\n\n

Dans les cas b\u00e9nins : limiter un d\u00e9s\u00e9quilibre partiel, rediriger le
travailleur vers un palier interm\u00e9diaire si la chute est amorc\u00e9e.<\/p>\n\n\n\n

Dans les cas r\u00e9els de perte de connaissance, de fatigue musculaire
intense ou de chute franche : AUCUNE EFFICACIT\u00c9 PROUV\u00c9E.<\/p>\n\n\n\n

Pire encore : plusieurs \u00e9tudes et retours d’exp\u00e9rience ont montr\u00e9 que
la cage peut aggraver les blessures lors d’une chute \u2014 le travailleur
peut \u00eatre enchev\u00eatr\u00e9 dans les arceaux, ses membres heurtant le m\u00e9tal
\u00e0 grande vitesse.<\/p>\n\n\n\n

L’\u00c9VOLUTION R\u00c9GLEMENTAIRE : 60 ANS D’HISTOIRE
<\/h2>\n\n\n\n

ANN\u00c9ES 1950\u20131970 \u2013 \u00c9mergence des premi\u00e8res normes industrielles
Les codes du travail europ\u00e9ens et am\u00e9ricains commencent \u00e0 imposer des
dispositifs de protection sur les \u00e9chelles fixes. La crinoline devient
la solution standard, faute d’alternatives norm\u00e9es. Aucune hi\u00e9rarchie
des contr\u00f4les formelle \u00e0 cette \u00e9poque.<\/p>\n\n\n\n

1993 \u2013 France : Arr\u00eat\u00e9 du 21 d\u00e9cembre 1993
La r\u00e9glementation fran\u00e7aise impose explicitement la crinoline d\u00e8s 3
m\u00e8tres de hauteur sur les \u00e9chelles fixes. Ce texte reste la r\u00e9f\u00e9rence
l\u00e9gale fran\u00e7aise pendant plus de 20 ans.<\/p>\n\n\n\n

2004 \/ 2016 \u2013 Europe : Norme ISO 14122-4 (1re version, puis r\u00e9vision)
Premi\u00e8re norme internationale unifi\u00e9e pour les moyens d’acc\u00e8s
permanents aux machines. La crinoline y est normalis\u00e9e avec des
sp\u00e9cifications pr\u00e9cises (arceaux, filants, paliers). La r\u00e9vision de
2016 commence \u00e0 introduire l’id\u00e9e de compl\u00e9ter la crinoline par un
syst\u00e8me d’arr\u00eat de chute.<\/p>\n\n\n\n

2016\u20132018 \u2013 USA : OSHA 1910 Final Rule \u2013 Rupture historique
L’OSHA publie sa mise \u00e0 jour majeure des normes Walking-Working
Surfaces. Toute nouvelle \u00e9chelle fixe > 24 pieds install\u00e9e apr\u00e8s le
19 novembre 2018 doit \u00eatre \u00e9quip\u00e9e d’un PFAS (Personal Fall Arrest
System) ou d’un syst\u00e8me de s\u00e9curit\u00e9 \u00e9chelle. La cage crinoline seule
n’est plus accept\u00e9e.<\/p>\n\n\n\n

2021 \u2013 Europe : R\u00e9vision ISO 14122-4
La r\u00e9vision 2021 renforce les exigences relatives aux syst\u00e8mes
d’arr\u00eat de chute en compl\u00e9ment de la crinoline. L’Europe n’abandonne
pas encore la cage, mais reconna\u00eet qu’elle doit \u00eatre combin\u00e9e avec
un EPI d’arr\u00eat de chute pour une protection r\u00e9elle.<\/p>\n\n\n\n

19 NOVEMBRE 2036 \u2013 USA : Fin totale des cages sur toutes les \u00e9chelles
Date limite OSHA : m\u00eame les anciennes installations devront avoir
migr\u00e9 vers un PFAS ou un syst\u00e8me de s\u00e9curit\u00e9 \u00e9chelle. La crinoline
dispara\u00eetra des exigences am\u00e9ricaines apr\u00e8s 18 ans de transition.<\/p>\n\n\n\n

POURQUOI LA R\u00c9GLEMENTATION A-T-ELLE MIS SI LONGTEMPS ?
<\/h2>\n\n\n\n

La r\u00e9ponse tient \u00e0 trois facteurs qui se renforcent mutuellement :<\/p>\n\n\n\n

    \n
  1. L’INERTIE R\u00c9GLEMENTAIRE
    Les normes industrielles, une fois adopt\u00e9es, cr\u00e9ent des obligations
    d’investissement massives pour les entreprises. R\u00e9viser une norme
    signifie potentiellement invalider des milliers d’installations
    existantes. Les r\u00e9gulateurs proc\u00e8dent donc par transitions longues
    (18 ans c\u00f4t\u00e9 OSHA).<\/li>\n\n\n\n
  2. L’ABSENCE DE DONN\u00c9ES PROBANTES AU D\u00c9PART
    Dans les ann\u00e9es 1950\u20131970, la normalisation se faisait principalement
    par consensus d’ing\u00e9nieurs et retours d’exp\u00e9rience empiriques. Les
    \u00e9tudes biom\u00e9caniques et statistiques sur les accidents li\u00e9s aux
    \u00e9chelles fixes n’existaient pas dans leur forme actuelle. La cage
    semblait logique \u2014 donc elle fut impos\u00e9e.<\/li>\n\n\n\n
  3. LA CONFUSION CAT\u00c9GORIELLE
    La crinoline a \u00e9t\u00e9 class\u00e9e comme \u00ab\u00a0protection contre les chutes\u00a0\u00bb
    alors qu’elle ne correspond \u00e0 aucun niveau d\u00e9fini de la hi\u00e9rarchie
    des contr\u00f4les. C’est pr\u00e9cis\u00e9ment cette ambigu\u00eft\u00e9 qui a permis son
    maintien : difficile de critiquer un dispositif qui n’appartient \u00e0
    aucune cat\u00e9gorie et ne peut \u00eatre \u00e9valu\u00e9 selon aucun crit\u00e8re clair. \ud83d\udca1 POINT CL\u00c9 POUR LES PROFESSIONNELS HSE :
    \u00ab\u00a0La crinoline est un artefact d’une \u00e9poque o\u00f9 la hi\u00e9rarchie des

    ‘mieux que rien’ \u2014 ce qui est incompatible avec une d\u00e9marche de
    pr\u00e9vention structur\u00e9e.\u00a0\u00bb<\/li>\n<\/ol>\n\n\n\n

    <\/p>\n\n\n\n

    QUE FAIRE CONCR\u00c8TEMENT EN TANT QUE PROFESSIONNEL HSE ?
    <\/h2>\n\n\n\n

    ACTION 01 \u2013 INVENTORIER VOS \u00c9CHELLES FIXES
    Date d’installation, hauteur, pr\u00e9sence ou absence de syst\u00e8me d’arr\u00eat
    de chute. Identifier celles qui d\u00e9passent 7 m (seuil critique OSHA)
    ou 3 m (seuil europ\u00e9en).<\/p>\n\n\n\n

    ACTION 02 \u2013 AUDITER LA CONFORMIT\u00c9 ACTUELLE
    Comparer chaque installation aux exigences EN ISO 14122-4 (2021) et
    au Code du Travail local. Documenter les \u00e9carts et planifier la mise
    en conformit\u00e9.<\/p>\n\n\n\n

    ACTION 03 \u2013 PLANIFIER LA TRANSITION VERS LES PFAS
    Pr\u00e9voir l’installation de syst\u00e8mes de ligne de vie verticale sur rail
    ou c\u00e2ble. Int\u00e9grer au plan de maintenance pr\u00e9ventive pour minimiser
    l’impact op\u00e9rationnel.<\/p>\n\n\n\n

    ACTION 04 \u2013 FORMER ET SENSIBILISER LES \u00c9QUIPES
    Un EPI d’arr\u00eat de chute efficace, c’est aussi un port syst\u00e9matique
    et une utilisation correcte. La formation \u00e0 l’utilisation des PFAS
    sur \u00e9chelle est indispensable.<\/p>\n\n\n\n

    qui ne prot\u00e8ge r\u00e9ellement contre rien.<\/p>\n\n\n\n

    En HSE, on parle souvent de hi\u00e9rarchie des contr\u00f4les :

    Prot\u00e9ger collectivement (emp\u00eacher la chute)
    Prot\u00e9ger individuellement (arr\u00eater la chute)<\/p>\n\n\n\n

    La crinoline n’appartient \u00e0 aucun de ces niveaux.<\/p>\n\n\n\n

    Elle ne supprime pas le danger.
    Elle n’emp\u00eache pas la chute.
    Elle n’arr\u00eate pas la chute.<\/p>\n\n\n\n

    Alors pourquoi a-t-elle \u00e9t\u00e9 impos\u00e9e par la r\u00e9glementation internationale
    pendant des d\u00e9cennies ?<\/p>\n\n\n\n

    \ud83d\udccb Ce que la r\u00e9glementation reconna\u00eet aujourd’hui :<\/p>\n\n\n\n

    \ud83c\uddfa\ud83c\uddf8 OSHA (USA) : depuis novembre 2018, toute nouvelle \u00e9chelle fixe<\/p>\n\n\n\n

    24 pieds doit \u00eatre \u00e9quip\u00e9e d’un vrai syst\u00e8me d’arr\u00eat de chute (PFAS
    ou rail). La cage crinoline n’est plus reconnue comme protection contre
    les chutes. D\u00e9lai final de transition : 2036.<\/p>\n\n\n\n

    Europe (EN ISO 14122-4, r\u00e9v. 2021) : la crinoline reste r\u00e9glementaire
    mais doit \u00eatre compl\u00e9t\u00e9e par un syst\u00e8me d’arr\u00eat de chute. Reconnaissance
    implicite de son insuffisance.<\/p>\n\n\n\n

    \ud83d\udca1 La crinoline est un artefact r\u00e9glementaire d’une \u00e9poque o\u00f9 la
    hi\u00e9rarchie des contr\u00f4les n’existait pas sous sa forme actuelle.
